In cattle, a prolapse almost always means a uterine prolapse, where the uterus has pushed itself inside out and is hanging outside the cow. (note: there can also be prolapse of the vagina, urinary bladder, rectum; but these are much less common). 

Uterine prolapse typically happens after calving; can be due to dystocia, retained placenta, hypocalcemia, etc.

When the penis cannot retract into the prepuce, the problem is called paraphimosis.

A proptosis means “popping out or protruding.” The most common emergency proptosis you will see in practice is an ocular proptosis (sometimes called an eye prolapse).
